Recently, Hongxing (Tonny) XIE, Chairman and Director of BCAA, was invited to Bloomberg’s podcast “Zero: The Climate Race” for an exclusive interview with host Akshat Rathi. The conversation revolved around China’s experience in air pollution control, development status of climate-tech startups, investment and financing models, technological innovation and international development. Bloomberg Green is an authoritative content platform under Bloomberg focusing on global climate and energy transition. Its flagship podcast Zero: The Climate Race, hosted by veteran climate journalist Akshat Rathi, targets global audiences and focuses on industrial practices, capital logic and policy realities of net-zero transition. It enjoys extensive influence across international climate investment and clean-energy industries. Below is a summary of the dialogue:

空气污染治理历程

Air Pollution Control Experience

主持人时隔八年到访中国，观察到国内城市空气质量显著改善。解洪兴主任回顾：创蓝联盟深度参与了中国空气质量改善的历程，借鉴国际经验在重污染天气应急管控、城市空气质量达标规划、区域空气质量管理、工业超低排放改造、清洁取暖、电动汽车推广等多维度开展了政策建议与影响。中国空气质量明显改善，从2013年至今，北京的PM2.5浓度下降近70%。

The host visited China after an eight-year interval and observed notable improvements in urban air quality nationwide. Hongxing (Tonny) XIE recalled that the BCAA has taken deep part in China’s air-quality improvement journey. Drawing on international experience, BCAA has delivered policy recommendations and driven policy impacts across multiple areas: emergency response for heavy-pollution episodes, city air quality attainment planning, regional air-quality management, industrial ultra-low-emissioncontrol, clean-energy heating and electric-vehicle promotion. China has achieved remarkable air-quality progress; Beijing’s PM2.5 concentration has dropped by nearly 70 % since 2013.

Shift of Work Focus to Carbon Neutrality and Climate Innovatione

空气治理取得成效后，创蓝联盟机构工作重心从污染治理转向气候变化应对。原“创蓝奖”升级为“创蓝碳中和先锋大赛”，聚焦可再生能源、储能、氢能、碳利用等赛道，已合作超400家早期气候科技硬科技企业(包括初创公司以及独角兽企业)，挖掘可赋能中国乃至全球减排的气候科技创新项目。

Following fruitful progress in air pollution policy influence, the BCAA has shifted its focus from pollution control to climate-change mitigation. The original “BluetechAward” has been upgraded to the “Bluetech Carbon Neutrality Pioneers Award”. Focusing on 10 key tracks including renewable energy, energy storage, hydrogen energy and carbon utilization, the competition has partnered with over 400 early-stage hard-tech climateTech companies, including startups and unicorns, identifying innovative climateTech projects that can accelerate the paces of curbing climate change for China and the world.

中国气候科技企业特点与融资环境

Features and Financing Landscape of China’s ClimateTech Enterprises

融资结构和西方不同：近年来，国内种子、天使、A-B轮早期市场化资本不足，后期（C/D轮到IPO前）资金相对充沛。地方政府产业基金、央企产业基金正在更多的参与早期项目投资，海外美元早期基金影响力下降。

The financing structure differs from that in the West：In recent years,domestically market-oriented capital is scarce at the seed, angel, and Series A–B early-stage rounds, while funding remains relatively abundant in the later stage—from Series C/D through pre-IPO.Local government industrial funds and central-SOE industrial funds are increasing their investments in early-stage projects, and the clout of overseas US-dollar early-stage funds has declined.

企业成长路径差异：美国企业可在未盈利状态持续融资扩张；国内企业往往依靠现有业务盈利，再将利润投入拓展相关新业务，如比亚迪依托电池业务延伸至新能源汽车；企业也完成从逆向借鉴走向自主研发的转变。

Divergent corporate growth paths: U.S. companies can secure successive financing rounds for expansion even without profits. Chinese companies typically generate profits from existing businesses and reinvest those profits to expand into related new lines of business. For example, BYD expanded into new-energy vehicles building on its battery business. Domestic firms have also completed the transition from reverse-technology learning to independent research and development.

Cases of Domestic Hard-Tech Innovation

中国绿色低碳专利数量全球占比最高，高水平科研论文产出可观，多项技术从国内实验室走向商业化：

China holds the world’s largest share of green and low-carbon patents and produces a substantial volume of high-level research papers. Multiple technologies have moved from domestic laboratories toward commercial deployment:

氢能：海德氢能（清华团队）方形碱性电解槽企业，获沙特阿美旗下基金投资，业务拓展中东、欧洲；

Hydrogen energy: HydroTech Hydrogen Energy Technology Co., Ltd., a square alkaline electrolyzer enterprise founded by Tsinghua University alumni, has secured investment from a fund under Saudi Aramco and expanded its operations across the Middle East and Europe.

CO₂资源化利用：普力材料依托浙大催化剂技术的企业，深耕碳利用赛道，以二氧化碳为原料生产二氧化碳多元醇，产品成本具备市场竞争力；

CO₂ utilization: Hefei POLY Advanced Materials Co., Ltd, built on catalyst technology from Zhejiang University, is a dedicated player in carbon utilization. It produces CO₂-based polyols using carbon dioxide as feedstock, with cost-competitive products.

长时储能：技术源自中科院的中储国能，实现百兆瓦级压缩空气储能项目并网，填补锂电池短时储能局限；

Long-duration energy storage: ZHONG-CHU-GUO-NENG (BEIJING) TECHNOLOGY CO.,LTD, whose core technology originates from the Chinese Academy of Sciences, has connected a hundred-megawatt-scale compressed-air energy-storage project to the power grid, addressing the short-duration limitations of lithium-battery energy storage.

生物材料：菌丝基人造皮革初创企业（美科乐），瞄准海外市场，寻求欧洲、新加坡合作机会（如奢侈品）。

Bio-based materials: Shaoxing Meikele Biotechnology Co., Ltd, a mycelium-based artificial-leather startup, targets overseas markets and pursues cooperation opportunities in Europe and Singapore (e.g. with luxury-goods brands).

在采访的最后，解洪兴主任表示，中国已经成为全球气候创新的中心，号召有更多的国际资本和产业方参与中国早期气候科技企业的投资，支持这些企业更好地进入全球产业链，支持全球应对气候变化。

In closing, Hongxing (Tonny) XIE commented that China has become a global center for climate innovation. He hoped and called for greater participation  from more international capital and multinational industrial players in investing in early-stage climateTech companies in China,  so as to help these enterprises  to be more efficiently integrated into global industrial chains and  support the global effort to address climate change.
